About the Course
PFAC's Legislative Committee's mission is, as part of the State Legislative process, to represent and advocate for the best interests of professional fiduciaries and to provide reports to PFAC members regarding the committee's legislative efforts. The committee's purview is limited to proposed legislation which directly relates to professional fiduciary licensing or the various capacities in which a professional fiduciary is licensed to act. The committee's representation and advocacy to include reviewing, analyzing and, when appropriate, pursuing modification of proposed legislation which seeks to either amend or adopt new provisions into California law. With the approval of the Board of Directors, the committee is authorized to draft and sponsor legislation which seeks to address issues relating to a professional fiduciary.

Jerry Desmond leads the firm established by Jerry Sr. in the early 1970s with a practice that benefits from decades of advocacy experience, enhanced by today’s techniques and contemporary relationships.
The firm’s unique synergy is created by the combination of Jerry, his sister Claudine Irwin who joined the firm 25 years ago, as well as Anne Schillig who has been with the firm for 14 years.
Marilyn Kriebel
Marilyn Kriebel is a Licensed Professional Fiduciary in the San Diego area. Since beginning her
Fiduciary practice in 1984 she has acted in more than 600 matters including guardianships,
conservatorships, probate estates and trusts. Marilyn specializes in handling contested
matters as well as matters involving complicated tax and litigation issues. In addition to her
work as a fiduciary Marilyn acts as an expert witness on the topic of fiduciary standard of care.
Marilyn is the President of the San Diego Region and is on the State Board for the Professional
Fiduciary Association of California (PFAC), is the Chair of PFAC’s legislative committee and a
member of the Judicial Council Probate and Mental Health Advisory Committee as well as their
legislative committee.
